As part of the project, an assessment of strategies to reduce land consumption was conducted for selected countries. Among other things, the study examined which national targets and instruments exist in other countries, what progress has been made in implementing them, and whether there are obstacles to effective land-conservation policies. Furthermore, the study examined the role played at the national level by international targets such as the EU’s “no net land take” target and the United Nations’ “land degradation neutrality” target. Based on the empirical surveys, recommendations were developed, among other things, for a more concrete definition of the term “land consumption.” The country-specific information collected as part of the project is compiled in a reference volume in the form of fact sheets. In addition, international workshops were held, which are also documented in the reference volume. The report is based on the situation as of 2021. A contribution to the discourse—also commissioned by the Federal Environment Agency—that takes into account recent developments at the EU level will be published shortly.

Internationale Maßstäbe und Strategien für die Reduzierung des Flächenverbrauchs (SURFACE)

In dem Projekt wurde für ausgewählte Länder eine Bestandsaufnahme von Strategien zur Reduzierung des Flächenverbrauchs durchgeführt. Untersucht wurde u. a., welche nationalen Ziele und Instrumente es dazu in anderen Ländern gibt, welcher Umsetzungsstand erreicht ist und ob Hindernisse für eine effektive Flächensparpolitik bestehen. Ferner wurde untersucht, welche Rolle auf nationaler Ebene internationale Ziele wie das „no net land take“ Ziel der EU oder das „Land degradation neutrality“ Ziel der Vereinten Nationen spielen. Mithilfe der empirischen Erhebungen wurden u. a. Empfehlungen für eine Konkretisierung des Begriffs „Flächenverbrauch“ erarbeitet. Die im Rahmen des Projektes erhobenen Länderinformationen sind in einem Materialienband steckbriefartig zusammengestellt. Darüber hinaus wurden internationale Workshops durchgeführt, die ebenfalls im Materialienband dokumentiert sind. Grundlage des Berichtes ist der Stand im Jahr 2021. Ein ebenfalls im Auftrag des Umweltbundesamtes erarbeiteter Beitrag zum Diskurs, der für die EU-Ebene neuere Entwicklungen berücksichtigt, wird in Kürze veröffentlicht.

The upcoming European Soil Health Law – chances and challenges for an effective soil protection

The European Soil Strategy for 2030 by the European Commission has set the foundations for an overarching approach to the protection of soils in Europe. In this scientific opinion paper, the German Environment Agency (UBA) lays down its key recommendations for the upcoming Soil Health Law. Feedback on legislative options is provided and experience gained in Germany in the past years on soil protection and restoration is shared. Knowing the outstanding importance of soils for human and ecosystem health, UBA strongly agrees that a new binding European legislative framework on soils with high ambition is urgently needed.
The need for soil protection legislation at EU level

The Position paper begins by discussing options on how to further develop EU soil protection law. Compared to the status-quo, strengthening the existing soil protection legislation at EU level would preserve transboundary ecosystem services of soils and also help to effectively implement the ‘land degradation neutrality’ objective. More specifically, the Position paper clarifies the advantages and disadvantages of the two possible regulatory approaches – the holistic/development concept comparable to the Water Framework Directive on the one hand and the sector-related/minimum requirement approach on the other hand. The Position paper further submits specific proposals for the development of EU Soil protection legislation especially with regard to contamination, land take/soil use as well as agriculture.
