The evaluation was implemented at three levels: individual project, cluster, and finally at the level of the overall programme. The methodology was developed specifically for the ICI evaluation, accompanying the projects. The individual project and cluster evaluation was implemented on the basis of theOECD/DAC evaluation criteria accepted as universal standard (relevance, effectiveness, efficiency, sustainability, impact), supplemented by two criteria usually applied in development cooperation, i.e. "coherence & coordination" and "planning & steering", as well as technical standards for the evaluation of climate impacts.Quelle: www.umweltbundesamt.de
