For the EU Multiannual Financial Framework 2028–34, the system of intervention areas (IA) with their climate and environmental coefficients is central to financing environmental and climate-related measures. The Commission’s proposal is analyzed for selected IA, and policy options are outlined. The analysis shows that the COM proposal overestimates positive environmental impacts by assigning excessively high coefficients to many IA. Selected IA that contribute to this overestimation—such as direct payments to farmers—are examined as examples. A targeted adjustment of the instrument could help to reflect climate and environmental objectives more realistically and achieve them more effectively.

Für den EU-Mehrjährigen Finanzrahmen 2028–34 ist das System der Interventionsbereiche (IB) mit ihren Klima- und Umweltkoeffizienten zentral für die Finanzierung von Umwelt- und Klimamaßnahmen. Der Vorschlag der Kommission wird für ausgewählte IB analysiert und es werden Handlungsoptionen aufgezeigt. Dabei zeigt sich, dass der KOM-Vorschlag die positiven Umweltwirkungen überschätzt, indem viele IB mit zu hohen Koeffizienten bewertet werden. Hier werden IB exemplarisch untersucht, die zu dieser Überschätzung beitragen, etwa Direktzahlungen an Landwirte. Eine gezielte Anpassung des Instruments kann dazu beitragen, Klima- und Umweltziele realistischer abzubilden und effektiver zu erreichen.

A future-oriented Cohesion Policy post 2027

The European Union is at a cross-road with the chance to set our path towards a sustainable and just future for all Europeans. Cohesion Policy aims for social, economic and territorial cohesion in the European Union and is a core EU policy to bring the European Union to its citizens, increase their quality of life, while driving simultaneously the green transition. The alignment of the Cohesion Policy post 2027 needs to be future-oriented. To achieve this, the following aspects should be part of the future Cohesion Policy: regions at the center; future-oriented funding topics; earmarked funding; avoiding lock-ins, strategic regional approaches; and just transition.
Future-orienting the next EU Multiannual Financial Framework (MFF)

The EU’s next Multiannual Financial Framework offers an opportunity to align funding with competitiveness and resilience goals. The current proposal suggests a weakening of the environmental and climate priorities. This policy brief advocates for a future-oriented MFF that embrasses resilience, climate change, environment and green innovation. Instruments (Do No Significant Harm (DNSH) principle, Environment and Climate coefficients, Climate Resilience by Design (CRbD)) must be effectively designed. The European Competitiveness Fund (ECF) including R&I, and the National and Regional Partnership Plans (NRPPs) including the Common Agricultural Policy (CAP) and Cohesion Policy, are a key for a future-oriented EU.
EU Cohesion Policy post 2027

Europe’s green transformation can only succeed if all regions are able to realize their full potential. Cohesion policy should continue to play a key role in this beyond 2027. Our recommendations for EU cohesion policy from 2028 onwards include a forward-looking and targeted policy approach, future-oriented investments, the promotion of natural capital, placing regions at the core, stronger participation, earmarking of financial resources, and the 'Do No Significant Harm' principle as a foundation for the Multiannual Financial Framework.

Die grüne Transformation Europas gelingt nur, wenn alle Regionen ihre Potenziale entfalten. Die Kohäsionspolitik sollte hierzu auch nach 2027 entscheidend beitragen. Unsere Empfehlungen für die EU-Kohäsionspolitik ab 2028 beinhalten einen vorausschauenden und zielgerichteten Politikansatz, zukunftsorientierte Investitionen, die Förderung von Naturkapital, Regionen als Herzstück, stärkere Beteiligung, eine Zweckbindung von Finanzmitteln und DNSH als Grundsatz für den Mehrjährigen Finanzrahmen.
