German Informative Inventory Report 2026

The Informative Inventory Report (IIR) is providing complementary information to Germany's air pollution inventories under the Geneva Convention on Long-range Transboundary Air Pollution of the United Nations Economic Commission for Europe (UNECE/CLRTAP) as well as the EU's National Emission Ceiling Directive (NECD). Germany's air pollution inventory includes emission data in consistent time-series ranging from 1990 (1995 for PM10 , PM2.5 and 2000 for Black Carbon) to the latest reported year for all 26 air pollutants or groups of air pollutants (NOx , NMVOC, PCDD/PCDF) considered under UNECE reporting. This report provides a comprehensive analysis of the inventory data, descriptions of the methods applied, data sources, and carried out QA/QC procedures. It follows the outline established by the latest guidelines for estimating and reporting of emission data and all data presented in this report were compiled according to those same guidelines. However, this report does not provide a comprehensive discussion on air pollution or the measures and politics dealing with it. Such information is included in the published national programs for further emission reductions, e.g. under the NEC directive or the trend and projection reports for green-house gases. Instead, it provides a detailed insight on the process of air pollution and emission inventory preparation. The focus lies on the methods and assumptions used for the German emission reporting and to underpin the “technical” review of the emission data as reported under the CLRTAP convention and its protocol. Als Vertragsstaat der Klimarahmenkonvention der Vereinten Nationen (UNFCCC) ist Deutschland seit 1994 dazu verpflichtet, Inventare zu nationalen Treibhausgasemissionen zu erstellen, zu veröffentlichen und regelmäßig fortzuschreiben. Gemäß Entscheidung 24/CP.19 müssen alle im ANNEX I der Klimarahmenkonvention aufgeführten Staaten jährlich einen Nationalen Inventarbericht (NIR) erstellen und übermitteln, der detaillierte und vollständige Angaben über den gesamten Prozess der Erstellung der Treibhausgasinventare bereitstellt. Durch diesen Bericht soll die Transparenz, Konsistenz und Vergleichbarkeit der Inventare sichergestellt und der unabhängige Überprüfungsprozess unterstützt werden. Quelle: www.umweltbundesamt.de

As a Party to the United Nations Framework on Climate Change (UNFCCC), since 1994 Germany has been obliged to prepare, publish and regularly update national emission inventories of greenhouse gases. Pursuant to Decision 24/CP.19, all Parties listed in ANNEX I of the UNFCCC are required to prepare and submit annual National Inventory Reports (NIRs) containing detailed and complete information on the entire process of preparation of such greenhouse-gas inventories. Ermittlung der Relevanz von Treibhausgas-Emissionen aus abflusslosen Gruben (Abwassersammelgruben) sowie aeroben und anaeroben Kleinkläranlagen

Mit dem Vorhaben erfolgt eine Überprüfung der THG-Relevanz der derzeit in Verwendung befindlichen dezentralen Abwasserbehandlungsanlagen. Dazu wurde eine Umfrage zur Anzahl von Kleinkläranlagen und abflusslosen Gruben in den einzelnen Bundesländern durchgeführt, um einen aktuellen Stand zu den bisher verbauten und in Betrieb befindlichen dezentralen Anlagen zu erhalten. Eine umfangreiche Literatur- und Quellenrecherche soll zeigen, inwieweit die Annahme, dass im Betrieb von Kleinkläranlagen keine Methan-, Lachgas- oder Ammoniak Emissionen entstehen, zutrifft bzw. ggf. korrigiert werden muss. Zusätzlich wird ermittelt, ob Kleinkläranlagen und Abwassersammelgruben bei der Abwasserentsorgung auch zukünftig zahlenmäßig relevant bleiben und wo es technische Neuerungen und Innovationen geben kann. Anhand der vorliegenden Daten werden Emissionen für 1990 bis 2019 berechnet und eine Prognose bis 2050 erstellt. Ergibt sich aus den Ergebnissen die Notwendigkeit ein Messprojekt durchzuführen, um die fehlenden Emissionsfaktoren (Methan (CH4), Lachgas (N2O) und Ammoniak (NH3) zu ermitteln, wird im Anschluss an das Projekt ein Messkonzept entwickelt.
