Veröffentlichung EU-Emissionshandel(2018) Lenzen, Burkhard; Göttel, Holger; Garvens, Hans-Jürgen; Schneider, ChristianDurch die Änderung der Europäischen Emissionshandelsrichtlinie und der Europäischen Monitoring-Verordnung (MVO) für die Handelsperiode 2013Ń2020 hat die direkte Erfassung der Treibhausgasemissionen mit kontinuierlichen Emissionsmesssystemen (KEMS) deutlich an Bedeutung gewonnen. Die Prüfung der entsprechenden Emissionsberichte lässt jedoch Defizite in verschiedenen Bereichen erkennen, obwohl KEMS im anlagenbezogenen Immissionsschutz nach dem Bundes-Immissionsschutzgesetz (BImSchG) seit vielen Jahren routinemäßig eingesetzt werden. Begründet ist dies vor allem in unterschiedlichen gesetzlichen Anforderungen an Unsicherheiten, Qualitätssicherung und Emissionsdatenauswertung von KEMS nach BImSchG und nach MVO. Für die MVO-konforme Auswertung der Emissionsdaten wurde daher eine Ergänzung der bundeseinheitlichen Praxis bei der Überwachung der Emissionen notwendig. It has been a scientific issues the last years, politics and industry have taken the challenge. Lots of funding and grants are available, engineers are looking into their toolboxes finding some old and many new solutions. We are right at the very start of another industrial revolution â€Ì the transfer towards climate neutrality. In the early stages of development many data are still lacking, so LCA might assist to some extent, but not as good as assessing mature industrial processes. On examples of green steel, synthetic fuels and other carbon capture and utilization (CCU) applications we learned that renewable electricity is the key issue to all decarbonisation or defossilisation projects. No future material processes can greenhouse gas (GHG)-efficiently produce without sufficient build-up of renewable energy capacities including transportation capacities of that energy. The fast build-up of wind and solar power is even more important, than any material or energy carrier process development. In Life Cycle Assessments assisting the transfer, we should not account for green electricity certificates, if they are bought. The majority of benefits lie in the projects and are not realized from the outside. The effect to the outside concerns communication. A peer review can be conducted on various levels. As a measure of quality assurance and to assist the interpretation of results, it is already meaningful to ask some colleagues for their opinion. For credibility and reliability, external reviews are most suitable. The best option is to include interested parties, which will also support communication. Communication of LCA results need to be suitable for the respective target audience. Often results are over-interpreted or simplified too much. The publication of an assertion "A is better than B" is meaningless without some background information and some limitations of that statement.
