Future-orienting the next EU Multiannual Financial Framework (MFF)

The EU’s next Multiannual Financial Framework offers an opportunity to align funding with competitiveness and resilience goals. The current proposal suggests a weakening of the environmental and climate priorities. This policy brief advocates for a future-oriented MFF that embrasses resilience, climate change, environment and green innovation. Instruments (Do No Significant Harm (DNSH) principle, Environment and Climate coefficients, Climate Resilience by Design (CRbD)) must be effectively designed. The European Competitiveness Fund (ECF) including R&I, and the National and Regional Partnership Plans (NRPPs) including the Common Agricultural Policy (CAP) and Cohesion Policy, are a key for a future-oriented EU.

Improving the German Climate Adaptation Strategy

The German Adaptation Strategy (DAS) provides the basis for climate adaptation concepts and measure developments in Germany. The regular further development of the DAS offers crucial opportunities to incorporate new scientific findings and to optimize approaches and procedures. The report presents the results of a research project that identified potential for further development of the DAS based on a methodological analyses of different research strands as well as the transfer of results of a comparative policy field analysis in Germany. Central recommendations for the further development of the DAS include a more integrative design of a policy mix and the stronger involvement of stakeholders in its development. The interrelationship of concrete objectives and a common identity for the work of the network of authorities for climate change and adaptation are also addressed in the recommendations.
