Member States have to report every two years on their integrated national policies and measures covering all five dimensions of the Energy Union. In 2023, EU Member States reported a total of 3 039 expired, existing and planned policies and measures. This is a marked increase in the number of policies and measures reported by Member States. This can be explained by the extended reporting; but also by the further implementation of the National Energy and Climate Plans and additional actions takes to meet 2030 climate and energy targets. Quantitative evidence on the effectiveness and costs and benefits of these measures remains insufficiently reported. © European Topic Centre on Climate change mitigation, 2023en
