Many different experiences with the European Environmental Noise Directive (END - Directive 2002/49EC) have been made since the implementation of the Directive. In Germany, the municipalities are responsible in the majority of cases for noise maps and action plans as well as for information and involvement of the public (Article 8 and 9 Directive). There are no detailed regulations in the Directive or the national German law how to accomplish the involvement of the public in respect to information and participation. For this reason, a broad variety of approaches have been used in the past by the municipalities. To optimize the action planning process and the involvement of the public, the German Federal Environment Agency has commissioned a study which aims at the evaluation of the experiences made so far. One central part of this study is a survey of more than 600 German municipalities on their activities, policies and experiences concerning information and participation of the public. Also, several workshops with stakeholders and experts have been conducted. As one result, recommendations were developed to improve information and participation of the public in the course of noise action planning.
