Abstract english
On 30 November 2022, the Commission proposed a voluntary EU carbon removal certification framework (CRCF) in order to promote carbon dioxide removal (CDR) through natural and technical approaches and spur investments into the respective technologies. This paper analyzes CDR typologies, compares them to CDR in the CRCF and identifies room for improvements. The aim is to stimulate the public debate by highlighting key aspects and implications of CDR activities that should be taken into account in implementing the framework and in future CDR policy-making. Am 30. November 2022 schlug die Kommission eine EU-Verordnung für die Zertifizierung von CO2-Entnahme (CRCF) vor. Die vorgeschlagene Verordnung könnte die Umweltintegrität der EU Klimapolitik gefährden. Dieses Risiko wird dadurch verstärkt, dass sich die EU nicht auf die Rolle von Kohlenstoffentnahme für die Zeit nach 2030 geeinigt hat. Dieser Bericht bewertet den Vorschlag der Kommission für das CRCF. Der Bericht gibt einen Überblick über die Hauptelemente des Vorschlags und bewertet sie. Zu den Bewertungskriterien gehören, (1) ob der Vorschlag die EU-Klimapolitik stärkt, (2) ob er die Umweltintegrität wahrt, (3) ob er zu einer starken Umweltpolitik beiträgt und (4) ob er andere für Kohlenstoffentnahme relevante Aspekte berücksichtigt, wie Energieverbrauch, Kosteneinsparungen, Innovationen und gesellschaftliche Akzeptanz. Commission proposal for an EU carbon removal certification framework

In November 2022, the European Commission put forward a proposal for a regulation for a Carbon Removal Certification Framework (CRCF).This proposal includes various provisions that would empower the Commission to adopt delegated acts. Delegated acts are intended to specify a number of provisions of the regulation. This report examines whether the proposed provisions on delegation are in line with Article 290 of the Treaty on the Functioning of the EU (TFEU). In this regard, the analysis focusses on the question what elements of the proposal can be referred to as "essential elements" and hence must not be regulated in delegated acts. In November 2022, the European Commission put forward a proposal for a regulation for a Carbon Removal Certification Framework (CRCF). The principles laid out in the CRCF proposal of the European Commission and the proposed amendments by Council and European Parliament set minimum sustainability criteria. They are vague and require specification into executable criteria for certification.
