    The upcoming European Soil Health Law - chances and challenges for an effective soil protection

    The European Soil Strategy for 2030 by the European Commission has set the foundations for an overarching approach to the protection of soils in Europe. In this scientific opinion paper, the German Environment Agency (⥠UBA⥠) lays down its key recommendations for the upcoming Soil Health Law. Feedback on legislative options is provided and experience gained in Germany in the past years on soil protection and restoration is shared. Knowing the outstanding importance of soils for human and ecosystem health, UBA strongly agrees that a new binding European legislative framework on soils with high ambition is urgently needed.     The upcoming European Soil Monitoring Law: An effective instrument for the protection of terrestrial ecosystems?

    Soils are a precious resource consistently placed under several threats, and urgently, in need of protection within a regulatory framework at the European level. Soils are central to the provision of environmental services as well as human existence on earth. The need to protect soil has been identified by several recent European strategies and fortunately, a specific European Regulation for soil protection is on the way - the European Soil Monitoring Law (formerly: Soil Health Law). However, efforts need to ensure that the upcoming Soil Monitoring law closes gaps between existing regulations for chemicals and acknowledges current European strategies for environmental protection and sustainability. This brief communication started from a fruitful discussion among SETAC Global Soils Interest Group members on a recent public consultation on the newly proposed Soil Monitoring Law of the European Commission and highlights critical points focusing on the chemical pollution of soils. We emphasise urgent needs such as the essential definition of a â€Ìhealthy stateâ€Ì of soils, the implementation of a suitable set of indicators and quality standards for the description of physical, chemical and biological states of soils, the enforcement of the 'polluters pay's' principle and the establishment of a European wide monitoring program. Results from monitoring need to be fed back into regulatory frameworks, including the regulation of chemicals. Guidance documents for the risk assessment of chemicals are outdated and need to be updated. Finally, actions need to be taken to foster healthy soils, stop biodiversity decline and ensure the functioning of ecosystem services for future generations. © 2023 Society of Environmental Toxicology and Chemistry

    Im Verordnungsentwurf zur "Nachhaltigen Anwendung von Pflanzenschutzmitteln" (SUR) konkretisiert die Europäische Kommission das 50 % Pestizidreduktionsziel der Farm-to-Fork-Strategy. Durch eine rechtsverbindliche Umsetzung des integrierten Pflanzenschutzes werden die Weichen für eine nachhaltige Landwirtschaft neu gestellt. Doch damit die Vorgaben auch in der Praxis wirken, zum Artenerhalt beitragen und resiliente Ökosysteme in Agrarlandschaften hervorbringen kann, braucht es noch weitere Voraussetzungen.     Dans la proposition de règlement concernant une utilisation des produits phytopharmaceutiques compatible avec le développement durable, la Commission européenne concrétise l'objectif de réduction de 50 % des pesticides de la stratégie "Farm-to-fork". Le développement d'une agriculture durable est cadrée par une mise en œuvre juridiquement contraignante de la lutte intégrée. Mais pour que les mesures contribuent à la préservation des écosystèmes sensibles des paysages agricoles, d'autres conditions sont nécessaires. Ce Scientific Opinion Paper explique, dans une perspective environnementale, quatre propositions d'amélioration de la Directive SUR qui permettraient d'atteindre cet objectif.     With the new draft regulation on the "Sustainable Use of Plant Protection Products" (SUR), the European Commission is concretising the pesticide reduction target of 50% by 2030 stipulated in the Farm-to-Fork Strategy. The legally binding implementation of integrated pest management sets a new course for sustainable agriculture. However, for the success of practical implementation to contribute to species conservation and to create resilient ecosystems in the agricultural landscape, further preconditions are necessary.
