Action for Climate Empowerment (ACE) demonstrates how society as a whole can be mobilized and empowered to take effective action on climate change. The implementation strategy for Germany outlines a roadmap for 2026–2030 with interconnected priorities: Laying the groundwork, building networks, institutionalizing structures, scaling up and further developing measures. It is based on five levels of objectives, including coordination, monitoring, policy coherence, and practical support. The goal is to empower citizens, institutions, and organizations to actively shape the transformation.

Action for Climate Empowerment (ACE) zeigt, wie die gesamte Gesellschaft für wirksamen Klimaschutz aktiviert und befähigt werden kann. Das Umsetzungskonzept für Deutschland beschreibt einen Fahrplan für 2026–2030 mit aufeinander aufbauenden Schwerpunkten: Grundlagen schaffen, Netzwerke aufbauen, Strukturen institutionalisieren, Maßnahmen skalieren und weiterentwickeln. Es basiert auf fünf Zielebenen, darunter Koordination, Monitoring, Politikkohärenz und praxisnahe Unterstützung. Ziel ist es, Bürger*innen, Institutionen und Organisationen zu befähigen, die Transformation aktiv mitzugestalten.

This report examines how Action for Climate Empowerment (ACE) can be implemented and strengthened in Germany. Rooted in the UNFCCC and Paris Agreement, ACE emphasizes education, public awareness, participation, and access to information as key to effective climate action. International practices are reviewed, and Germany’s current status is analyzed through expert interviews and research. While strengths exist, ACE is fragmented, little known, and not systematically embedded. A five-year plan proposes goals on structures, monitoring, policy integration, coordination, and resources. The report targets policymakers, educators, and climate actors.

This study evaluates the extent to which the mitigation-related outcomes of the first Global Stocktake (GST) of the Paris Agreement have been integrated into subsequent Nationally Determined Contributions (NDCs). It specifically examines whether Parties are explicitly referencing the GST as a guiding framework or are merely aligning with its thematic areas (e.g. renewable energy, fossil fuel transition). The findings suggest that the GST has signalled priority areas, yet the extent of the integration of GST outcomes into national planning processes varies greatly.
