    Indicators in the area of sustainable resource use and circular economy

    Today, a large number of resource and circular economy (CE) indicators based on different conceptual and methodological approaches can be found in scientific literature, studies, and policy programs. To facilitate the selection of suitable indicators, this position paper is divided into two parts: Part I presents guidelines for indicators and indicator systems that enable the classification of existing CE indicators in terms of their function and informative value, and support for the development of target-oriented and consistent indicator systems. In Part II, the basics of indicators are presented in detail and on the basis of the scientific literature, and an overview of relevant resource and CE indicators is given.

    Heute finden sich in der wissenschaftlichen Literatur, in Studien und in Politikprogrammen eine Vielzahl von Ressourcen- und Circular Economy (CE)-Indikatoren auf Basis unterschiedlicher konzeptioneller und methodischer Ansätze. Um die Auswahl von geeigneten Indikatoren zu erleichtern, enthält das vorliegende Positionspapier zwei Teile: Im Teil I werden Leitlinien für Indikatoren und Indikatorensysteme vorgestellt, welche die Einordnung vorhandener CE-Indikatoren im Hinblick auf ihre Funktion und Aussagekraft ermöglichen als auch die (Weiter-)Entwicklung zielorientierter und konsistenter Indikatorensysteme unterstützen. Im Teil II werden die Grundlagen der Indikatorik ausführlich und auf Basis der wissenschaftlichen Literatur dargestellt und ein Überblick zu relevanten Ressourcen- und CE-Indikatoren gegeben.

They play an important role for a variety of environmental topics worked on at UBA, such as energy transition, circular economy and chemical safety. Various sectors can benefit from the use of advanced materials, but they can also face challenges. The UBA position paper describes the area of tension between the promising use and possible challenges for environmental and health protection and other sustainability dimensions, illustrates this with various examples and derives corner stones for a safe and sustainable life cycle of advanced materials.     We are facing an enormous challenge: the climate crisis and scarcity of resources require a consistent paradigm shift in housing construction and urban development. Quality of life, health and aesthetics must be combined with environmental, resource and climate protection. This position paper of the German Environment Agency and the Commission for Sustainable Building (KNBau) at the German Environment Agency presents recommendations for the creation of affordable housing that is environmentally, climate and resource efficient, and at the same time climate-adapted, health and socially compatible. The recommendations are primarily addressed to federal policy-makers, especially the departments of building and urban development, environment, climate protection, transport and health.     Opportunities and limits of recycling in the context of the circular economy

    In addition to environmental and climate policy objectives, the Circular Economy is also essential for strengthening the security of supply and for achieving further economic and socio-economic goals. Recycling is one of the key factors along with a range of other approaches and strategies (e.g., longevity, Intensity of use, and the sharing economy). In order to assess the contribution and the limits of recycling for sustainable resource use and climate protection, there is a need for a clear definition of the assessment framework and system boundaries, as well as for precisely formulated calculation approaches and indicators. In this paper, the Resource Commission at the German Environment Agency (KRU) summarizes the current state of knowledge on recycling and recommends possible indicators with a focus on metals, which play a key role in the energy transition and for climate protection.
