Veröffentlichung A road toll for Germany(2015)A distance-based toll for HGV, coaches and cars makes it possible to set differentiated charges for infrastructure and other costs incurred by society as a result of road traffic - for instance, environmental costs. Frequent drivers pay more than occasional drivers, resulting in positive ecological and traffic steering effects and which is why the use of this instrument in Germany should be expanded. The time-based vignette is not a meaningful solution, since it amounts to a flat rate charge for frequent road users and generates almost no environmental or traffic steering effects.

This position paper of the German Environment Agency and the Commission for Sustainable Building (KNBau) at the German Environment Agency presents recommendations for the creation of affordable housing that is environmentally, climate and resource efficient, and at the same time climate-adapted, health and socially compatible. UmweltbundesamtDas Positionspapier stellt dar, warum das deutsche Verkehrssystem nicht nur unter ökologischen, sondern auch unter sozialen Gesichtspunkten dringend reformbedürftig ist. So sind zum Beispiel Haushalte mit niedrigen Einkommen, Frauen, Kinder oder ältere Menschen überdurchschnittlich stark von verkehrsbedingten Emissionen betroffen, obwohl sie vergleichsweise wenig zur Verkehrsbelastung beitragen. Zusätzlich profitieren Haushalte mit hohen Einkommen überproportional von umweltschädlichen Subventionen im Verkehr, wie dem Dienstwagenprivileg. Diese Subventionen sollten daher abgebaut und der knappe öffentlichen Raum zugunsten von Fußverkehr, Radverkehr und öffentlichem Verkehr umverteilt werden. Quelle: Umweltbundesamt
