Umweltbundesamt; Koppe, KatharinaInternational and European regulations permit the use of scrubbers to comply with the sulfur limits for marine fuel. Some scrubbers generate wastewater, which is discharged into the marine environment. The current environmental status of German coastal waters is moderate to poor. The contaminated wastewater adds a further stress factor for marine organisms in the North Sea and Baltic Sea as well as the adjacent catchment areas supporting shipping traffic. In principle, the use of clean liquid (diesel) and gas (LNG) fuels is preferable to an exhaust gas aftertreatment for the purpose of sulphur reduction. The reform process was initiated by a Green Paper published by the European Commission in 2009. It was recently finalised with an agreement on a new Basic Regulation between the European Commission, the Council and the Parliament in October 2013. The reform of the Common Fisheries Policy will be an important step towards a more sustainable fisheries policy in Europe. The most important reform steps are the introduction of maximum sustainable yield as the new management target, a landing obligation for bycatch and a governance shift towards regions. Although the mentioned reform elements are in generally very promising, their concrete design does not always meet existing expectations.

To this end, the developing process of regulations could, for example, enable the ISA to actively engage in generating and synthesizing information, make it publicly available for scrutiny, and consequentially apply this gained body of knowledge to its decision-making procedures at all relevant stages. Here, we assess to what extent international law and existing policy support the practice such a proactive knowledge management system. Premised on this, we suggest some potential measures and institutional adjustments that would help spur the effort to strategically target and fill knowledge gaps. We aver that these adjustments, if implemented together, would substantially enable the ISA to increase the quality and legitimacy of its outputs, and thus, to meet its legal and political responsibilities. © 2020 Elsevier Ltd.
