    Common Agricultural Policy reform must ensure mandatory and effective greening of Pillar 1

    A strengthening of environmental aspects is indispensable to the reform of the Common Agricultural Policy (CAP) for 2014-2020. The Agriculture Commission at the German Federal Environment Agency (KLU) is of the view that, in future, EU agricultural budget funding can only be justified if it is based on the principle of “public funds for public goods”. However, particularly in Pillar 1 of the CAP (direct payments), this principle has not yet been purposely applied. The introduction of a mandatory and effective greening component into Pillar 1 is indispensable to achieving the provision of public goods in return for public funds at a politically realistic level.

    A Greener Common Agricultural Policy

    A revised Common Agricultural Policy (CAP) for 2014 - 2020 was agreed between the EU Commission, the Agriculture Council and the European Parliament in late June 2013. While the reform essentially follows Agriculture Commissioner Dacian Cioloș proposed agenda, the outcome became watered down in the course of negotiations. This is the conclusion reached by the Agriculture Commission at the German Federal Environment Agency (KLU), which has issued its assessment of the reform decisions in an opinion.

    Reactive nitrogen in Germany

    Nitrogen is an essential nutrient for all living beings. However, many compounds containing nitrogen are harmful for the environment. Plant species adapted to nutrient-poor conditions are displaced from forests and heathland. Emissions of nitrous oxide from over-fertilized fields exacerbate climate change. In many places, manure is responsible for nitrate concentrations in groundwater climbing above the limit values. Excessive levels of nitrogen dioxide in ambient air from transport sources present a risk to human health. This analysis shows that nitrogen pollution can be markedly reduced. Since agriculture accounts for around two-thirds of nitrogen emissions in Germany, efforts should focus on this sector.
