Thus, reducing CO2 emissions from coal use is a necessity for reaching the targets of the Paris Agreement. This will not only pose challenges for coal consumers (restructuring of the energy system), but also for countries whose economy is strongly depending on the production of coal.This paper examines the role of coal in three countries, which are or were in recent years among the top coal exporters: Indonesia, Colombia and Vietnam. Umweltbundesamt; Knoche, GuidoMit dem Übereinkommen von Paris (ÜvP) hat die Weltgemeinschaft das globale, langfristige Temperaturziel verschärft. Alle Staaten streben damit gemeinsam ein Gleichgewicht zwischen Treibhausgasemissionen und -senken innerhalb des 21. Jahrhunderts an. Somit ist es unerlässlich, dass weltweit die zugesagten Beiträge zur Minderung von Treibhausgasen (THG) neu bewertet werden. Zudem fordert das ÜvP, dass die jeweiligen Minderungsbeiträge an der größtmöglichen Ambition und den jeweiligen nationalen Kapazitäten angelehnt sind. Diese Studie leitet auf Basis von Fairness- und Kosteneffektivitätserwägungen THG-Minderungsbeiträge für die Zieljahre 2030 und 2050 ab, die mit dem Temperaturzielen (Obergrenzen) des ÜvP vereinbar sind. Die Analyse umfasst diejenigen Länder, deren Emissionen im weltweiten Maßstab einen signifikanten Anteil darstellen und die im internationalen Kontext eine wichtige Rolle einnehmen. Das sind: Brasilien, China, Europäische Union, Indien, Japan, Kanada, die Vereinigten Staaten von Amerika und Deutschland. Mit dem Vergleich lassen sich Schlüsse auf notwendige Anpassungen der nationalen THG-Minderungsbeiträge ziehen. Die Ergebnisse geben darüber hinaus Auskunft darüber, welche Anstrengungen im jeweiligen nationalen Kontext erbracht werden könnten und darüber, welche Unterstützung von bzw. für andere Staaten geleistet werden sollte. Die Berechnungen mit den beiden Ansätzen zeigen insgesamt, dass im Vergleich zu den Cancun-Zielsetzungen das ambitioniertere, langfristigere Temperaturziel des ÜvP erheblich höhere Klimaschutzanstrengungen erfordert.
