Um das Langfrist-Temperaturziel des Paris-Abkommens zu erreichen, muss die Ambitions- und Aktionslücke geschlossen werden, die zwischen Paris-Abkommen konsistenten Emissionspfaden und den Emissionspfaden mit heute bestehenden Zielen und Maßnahmen für das Jahr 2030 besteht. G20-Staaten nehmen eine Schlüsselrolle ein, um diese notwendige Steigerung von Klimaschutzambition zu erreichen: Mit ihrer wirtschaftlichen Macht und kollektivem Wohlstand sowie ihrem Einfluss auf Investitionen, Technologieentwicklung und Finanzflüsse. Mit diesem Bericht wird ein Überblick über Minderungsoptionen vorgelegt, die in der aktuellen Literatur analysiert wurden und die dazu beitragen können, die Ambitionslücke zu schließen. Auf dieser Grundlage können zentrale Politikfelder und vielversprechende Optionen für zwischenstaatliche Zusammenarbeit zwischen G20-Staaten und möglicherweise weiteren Akteuren identifiziert werden. The UBA position paper assesses the usefullness of carbon capture and storage (CCS for short) as a climate protection instrument. It describes guidelines for sustainable use, as well as the necessary monitoring and risk prevention. The effects of CCS on human health and the environment are also considered. According to the paper, CCS cannot replace greenhouse gas reductions and the rapid phase-out of fossil fuels. CCS must also not lead to perpetuate fossil energy supply structures and hinder the expansion of renewable energies. The UBA therefore proposes that the technology should first be tested in waste incineration plants where heat and electricity are generated from non-recyclable waste, but where CO2 is also produced. Das UBA-Positionspapier beurteilt den Nutzen des Abscheidens und Speicherns von CO2 (kurz CCS , für Englisch "Carbon Capture and Storage") als Klimaschutzinstrument und beschreibt Leitplanken für einen nachhaltigen Einsatz, ebenso wie das nötige Monitoring und die Risikovorsorge. Auswirkungen von CCS auf menschliche Gesundheit und die Umwelt werden ebenfalls betrachtet. CCS kann laut Papier Treibhausgasminderungen und den schnellen Ausstieg aus fossilen Techniken nicht ersetzen. CCS darf auch nicht dazu führen, fossile Energieversorgungsstrukturen zu verfestigen und den Ausbau der Erneuerbaren Energien zu behindern. Das UBA schlägt daher vor, die Technik zunächst in Müllverbrennungsanlagen zu testen, in denen aus nicht recycelbarem Abfall Wärme und Strom erzeugt wird, aber auch CO2 anfällt. Challenges of Coal Transitions

Today more than 45 % of all energy-related ⁠CO2⁠ emissions come from burning coal. Thus, reducing CO2 emissions from coal use is a necessity for reaching the targets of the Paris Agreement. This will not only pose challenges for coal consumers (restructuring of the energy system), but also for countries whose economy is strongly depending on the production of coal.This paper examines the role of coal in three countries, which are or were in recent years among the top coal exporters: Indonesia, Colombia and Vietnam. Understanding challenges and possible transition pathways in these countries will help to develop global strategies to reduce CO2 emissions from coal in the short to mid-term.

Ein neuer Leitfaden des UBA unterstützt Verwaltungen dabei, ihre Vorbildfunktion im Klimaschutz zu verbessern. Hierzu stellt er die Etappen auf dem Weg zur treibhausgasneutralen Verwaltung dar, beschreibt die hierzu notwendigen Schritte und gibt praktische Empfehlungen für die dabei auftretenden Herausforderungen. Zu den wichtigsten Themen und Handlungsfeldern enthält er umfangreiche weiterführende Informationen, praxisrelevante Hilfestellungen und Checklisten. Der Leitfaden richtet sich vorrangig an öffentliche Einrichtungen, die mehr für den Klimaschutz tun möchten.
